Director, Quality Assurance (02/2008 to 02/2009). Architected the Quality Assurance department focused on overall quality performance of the Ground Systems (GS) business area, including: technical and programmatic performance; lessons learned; reviews; root cause analysis, measurement, and analysis. Developed a 3D Concept of Operations to cohesively bond the communications and performance across 7 main sites (15 sites overall) comprising 219 employees. Provided fact-based independent assessments across the business unit, identified systemic performance issues and developed unique program solutions. BA consisted of Electro-optical programs, such as: Ship Degaussing MDG1701; Day HUDs; Mono HUDs; Heads Up Displays i.e. C-17, C-130, F-16, F-5 HUDs; Mission Avionics (Mission Computers, Standard Central Air Data Computers etc...); AV-8B Forward Looking Infrared Systems (FLIR); Airport Noise Monitoring Networks and Electronic Countermeasure Systems. Developed Business Unit charter, vision and mission statements, and long range business plan. Responsible for planning, developing, implementing and directing policies, practices and procedures for the R&S product related programs, in a manner, which ensured budgets, schedules and contractual requirements were met. Directed and managed all Austin engineering and test personnel. Managed a $23M Engineering Manufacturing Development (EMD) program, various associated test and training equipment programs, and IRAD programs. Design & Project Engineer (12/1984 to 05/1988). Responsible for design engineering on Electronic countermeasure dispensing equipment and associated test equipment. Developed training materials, provided training to Japanese Defense Agency, the Israeli MoD and associated base personnel, integrated and flight tested the F-15 and F-16 style aircraft.

Accomplishments:
*Recovered a failing program that was 6 months behind schedule and delivered on schedule.
*Redesigned ALE-45J, ALE-47J and ADDS-IA Countermeasures Dispensing Systems and associated test equipment to accommodate design deficiencies isolated during integration and test, for JDA and the Israeli MoD, respectively. Never missed a delivery.
*Redesigned the 19" Rack Assembly from antiquated PDP 11-03 Digital Electronic Corporation computers to work with a much faster 11-23+ computer.
*Led a cross functional team of engineers to design and develop the RF Jammer Decoy.

07/2006 to 10/2007 Raytheon Company-IDS: NTSP, Woburn, MA
($4.5B Business Unit of a $20 billion provider of commercial and defense products).

Director, Performance Excellence (07/2006 to 10/2007). Directed the NTSP Business Area Quality Program Leads (QPLs), with overall responsibility of 144 Quality Professionals, including 25 direct reports. Was prime interface to DCMA to ensure customer satisfaction and effectively manage customer Quality expectations. Responsible for the total Program Quality Requirements Execution, including contractual quality requirements decomposition, dissemination, planning, executing, monitoring and control, of a $1.95B business unit. Identified systemic performance issues; drove Root Cause & Corrective Action (RCCA); and developed and implemented program solutions, some of which spanned across the IDS business.
