The objective of this contracting effort is to provide skilled resources in support of the business functions and Executive Management of the Clinical Information and Technology Program Office (CITPO).
• Provide project management and engineering support that includes the management and oversight of vendors/contracts responsible for systems analysis, systems design, development, testing, implementation, operations, documentation, training, logistics, maintenance of application software, and production scheduling and monitoring for the CITPO systems.
• The tasks consist of analysis of technical System Requirement Specifications, System Interface Requirements, Development Testing and Evaluation documents to ensure contractors are meeting the contract requirements of the solicitation.

Executive Consultant to Veterans Health Administration, Department of Veterans Affairs April 2007 to August 2007
The objective was creating a new organization within VHA named: Product Effectiveness Group. This group is to function as an independent review and assessment team who is focused on increasing the effectiveness of IT products utilized within VHA to ensure a high return on government IT investments. This is accomplished through the following vehicles:
• Functional reviews -- Are the requirements defined, interpreted, and being developed as requested and useful for the target user group?
• Business case reviews -- Are the business cases of high quality with measurable benefits? How did selected products actually perform against their claimed return on investment?
• Customer satisfaction reviews -- How satisfied are customers with their IT healthcare support tools? What best practices should be repeated and what lessons are to be learned?
• Knowledge management/Lessons learned -- Received from the reviews and assessments (mostly near the end of the lifecycle) and provided as recommendations and best practices during the early lifecycle business case reviews and the functional review.

These are performed for selected products throughout VHA. The necessary repeatable processes and support tools are being defined, piloted, and established for steady state operations by VHA employees.

Director of Information Technology and Telecommunications
Program Manager for all corporate information technology and telecommunications activities for an Integrated Delivery Network comprised of two hospitals, three physician practices, Imaging Center, Emergency Department, Home Health Agency, Central Business Office, and Fitness Center. Directed all data, information processing, and telecommunication activities, including Clinical applications support, telephone systems, local area networks, office automation, client servers, data entry services, systems development, and maintenance contract management.
• Served as Project Manager for the selection search team to procure a new hospital information system (HIS) where vendor of choice was GE/IDX Corp. Provided leadership to consultants and hospital staff in a $20+ million search for a new HIS, Clinical Information System, Emergency Department, Document Imaging and ancillary applications.
• Participated in Contract negotiations recommending terms and conditions for a new contract for General Financials, supporting General Ledger, Accounts Payable and Materials Management. Provided oversight during the implementation of McKesson Pathways Financial Management system that began September 2005; completed April 2006. Implementation was completed on time and under budget.

Provided Program Management for all information technology and telecommunications activities for the Department of Veterans Affairs hospitals. Managed overall automation of hospitals as well as implementation of VA DHCP and VISTA electronic medical record systems. Developed local policy, and coordinated integration of national policy into IT program.
• Provided technical support for implementing a telemedicine pilot between Cleveland tertiary care center and community-based clinic with VA Medical Center.
• Developed new architecture and installation procedures for converting the VA hospital system from VAX hardware to DEC Alpha hardware, with less than 30 minutes of downtime. This procedure was a pilot supported by the national VA Office of Information in Washington, DC to be used for future medical center conversions.
• Served as Project Manager for the implementation of the VA VistA electronic health record, including, Patient Registration/ADT, Scheduling, Pharmacy, Laboratory, Nursing, Mental Health, to name a few. Participated with the VA National Headquarters to provide Computerized Patient Record System (CPRS) certification training for contractor staff. VA Cleveland was used to train and certify contractor staff to train all medical center staff throughout the VA Health System.
• Provided leadership for all data, information processing, and telecommunication activities, including telephone systems, local area networks, clinical automation, client servers, data entry services, systems development, and maintenance contract management.
• Responsible for all operating and capital budgets, and HR related duties including performance appraisals, career planning, and individual performance plans.
• Provided computer assisted systems support, utilizing the latest techniques, equipment, training, and facilities, in an effort to achieve goals.
• Performed contract negotiation for hardware investments, of $3-4 million, for six Ohio hospitals. The hardware was used to automate multiple functions within the medical centers as those IRM Services deemed appropriate.
