Responsible for Technology Implementation for FlagShipMD, web-based healthcare solution for medical offices and clinics.
Accomplishments
FlagShipMD HealthCare Solution: Served as Technology Manager for
FlagShipMD LLC, responsible for providing strategic and tactical direction for
technologies and their implementation within the FlagShipMD product line. The
primary technologies used in FlagShipMD are Java, J2EE, Oracle database, and
web technologies, including web services for interacting with outside partners.
Responsible for QA of all modules before production release.

I worked on the FlagShipMD team since early 2003. During this time, have
developed extensive domain experience and expertise in the electronic
transactions mandated by HIPAA regulations relating to professional claims,
electronic EoBs, and other transaction types, as well as electronic lab

VB, HTML, and ASP to create a preferred customer system. Client very pleased with
system with plans to rollout nationwide.

Case management system for law enforcement agency -- Took over project
management for troubled project. Worked with client to correct problems, implement
the correct technical solution, and complete the project. This resulted in increased
revenue for consulting company and a satisfied client.

Data Migration practice manager -- Managed profitable data migration practice for
consulting company. Wrote proposals, SoWs, managed projects, and ensured

Managed team of analysts and programmers doing maintenance and development in Cobol II, CICS, DB2, and other mainframe technologies. Promoted to project leader in 1988, leading a successful development project to automate collection of Intangible tax. Since then have worked as manager on many mission-critical systems. Spearheaded the deployment of the Departments first Website and first LAN. Served as Technology manager and chaired methodology group. I Received the Commissioner's Award for Outstanding Performance.
Accomplishments
Georgia Revenue Integrated Tax System: Provided strategic leadership to IT integration project and services, developed proposals and concept documents as well as detailed project plans. My primary focus for this project was to lead the Technology Life-Cycle, develop and refine requirements, facilitate JAR/JAD sessions, evaluate new and emerging technologies, make recommendations, and facilitate activities between Business Units and IT. As Integration Architect also assisted in the evaluation of vendor supplied application development proposals relative to all aspects of the prospective Technical Architecture.
Served as QA manager for deployment of this multi-million dollar development
project. The vendor contracted to implement this system experienced major
technical and quality problems. As internal QA manager I worked with vendor to
correct quality problems, resolve technical issues, and track change orders.
Managed team of analysts. Provided senior department management objective
status reports on system development. Our efforts resulted in successful
deployment of tax accounting system that has increased revenue collections and
successfully accounts for annual revenues exceeding 10 billion dollars.

Statewide Taxpayer Accounting Archival system -- Developed system for
archiving accounting transaction records. Completed in less than one month,
reusing system artifacts from Taxpayer Accounting System. Archive system
decreased batch processing time and expenses, and permitted online retrieval of
financial transactions for clients. Clients expressed great satisfaction with system.

Technology Support manager. Responsible for evaluating, acquiring, and
implementing new technologies for the Georgia Department of Revenue.
Managed the design and installation of the first LAN at the Department of
Revenue. Educated and encouraged senior management to install local area
network (LAN) to increase communication and reduce costs. Despite initial
opposition, Department management extremely pleased with LAN and connection
to the Internet. Worked to connect Department to Statewide WAN and Internet.
Developed first website for Georgia Dept. of Revenue. This led to receiving
Commissioner's award for Excellence.

Statewide Taxpayer Intangible Tax Accounting system -- Assigned as
Project Lead to design and develop accounting system for collection of
State Intangible tax. Worked with clients to refine requirements, create technical
architecture for system, develop, and deploy the system. System was deployed on
time and within budget. I insisted on code reviews resulting in system with few
problems and high level of user satisfaction.

Statewide Employee Withholding Tax system -- Spearheaded effort as project
manager to redesign methods for inputting data from tax returns. Used scanners to
input return data, reducing the need for data entry operators.

Managed pilot deployment of State Electronic Income Tax filing system --
Worked with outside vendors and internal divisional clients to create first Georgia
electronic tax filing system. The success of this effort led to Georgia's becoming
the second largest State income tax electronic filing system.
