Professional Experience

Kirkland Engineering Associates, Los Angeles, CA - 04/03 to 07/06
As a consultant and project manager, the conversion of a legacy inventory and process tracking system to a new Web-based system on a Windows server platform, using ASP.NET Classic and an SQL Server database, was accomplished. This client project involved coordination and tracking of teams of eight programmer / analysts, five business analysts, two documentation specialists and five data entry personnel in three locations. Business analysis, system architectural design, coding, and testing metrics were closely monitored and reported to client management on a weekly basis due to tight schedule and budget constraints. Difficult negotiations with parts vendors on sharing proprietary database information for the system was handled effectively, and the new system was rolled out successfully and on time.

Wellpoint Healthcare Networks, Huntington Beach, CA - 05/00 to 03/03
As a project manager for Wellpoint, a conversion project to transfer data from another vendor's medical utilization management system to Wellpoint's system was completed successfully and within budget. The conversion was from an IBM to Alpha platform. A second project involved the online capture of patient survey information on the Alpha platform using Oracle. The reporting of patient survey information was done using Oracle Reports for standardized reports and SQL for ad-hoc queries of statistical information. Another large project involved the enhancement of a medical claims recovery system to identify savings from secondary insurers. PL/SQL code development in the Oracle database environment was used to upgrade application functionality, as well as ASP Net and Visual Studio for Web forms development. Project responsibilities included development and implementation of the project plans for each phase. Resource allocation, status reporting and coordination of virtual teams at multiple remote locations was performed, involving over 130 personnel.

San Diego County Air Pollution Control District - 10/99 to 05/00
As a database specialist for APCD, primary responsibilities include maintenance, tuning and upgrade of ORACLE and RDB databases, creation of SQL scripts for ad-hoc report requests, and enhancements to the Rally application which uses the RDB database. A successful restructuring of the RDB database included new optimized storage areas and indexes. New SQL and RMU scripts were created to maintain the database. SQL report scripts and views with hard-coded parameters are being replaced with table-driven scenarios and true date arithmetic where appropriate. Periodic reports requiring manual intervention and reformatting to Excel spreadsheets are being modified to run automatically as batch jobs. Each of the above enhancements is being done with a look forward to migration / upgrade to an Oracle database and Developer 2000 environment. The migration of a test database from RDB to ORACLE 8.0 was recently completed. Data Modeling, sizing, construction of Oracle SQL Loader scripts, setup of Tables, Control files, init.ora parameters and tablespaces were performed. A Backup and Recovery strategy and scripts for the Oracle test database and future production database were written and tested in a Windows NT environment using Server Manager. Coding of new PL/SQL stored procedures to replace SQL scripts in the old system is currently underway.

University of San Diego, San Diego, CA - 08/99 to 09/99
As a database administrator for RDB databases, this project was a short-term emergency fix and upgrade of the admissions database. The database was migrated from a single to multi-file format, physical storage areas were created and optimized, new indexes were created and some basic tuning of the Rally application, which uses the database, was performed. Creation of new SQL scripts to recreate and manage the database was written, as well as security scripts for user roles.

San Mateo County Department of Health, Belmont, CA - 02/99 to 07/99
As a consultant analyst and team lead, a remediation strategy for Y2K issues on the county's mental health care tracking system was developed and implemented. Upgrade and enhancement of the database, screens, and Vax Basic code to handle date arithmetic calculations correctly for next century transactions were completed. Extensive QA testing for Y2K errors within the reporting system was done.

Pacificare, Cypress, CA - 12/97 to 12/98
As a project manager, a new subsystem to track claim overpayments for this Healthcare provider was developed, coded and tested on both the Vax and Alpha hardware using RDB, Cobol, ACMS, and Decforms. Interactive forms were developed for data entry and display as well as modifications to existing TDMS screens. Complex queries utilizing SQL and data export to Microsoft Access and Visual Basic were used for reporting purposes, as well as the Cobol Report Writer.

Household Bank, Chicago, IL - 08/94 to 11/97
As a lead consultant and systems analyst, the upgrade of a DEC Vax based credit decisioning system for private label credit cards to include specialized merchant recourse and discount programs was accomplished. The project involved extensive modification and tuning of the ACMS configuration as well as RDB database changes. Data administration as well as physical and logical database design and tuning of the RDB databases were performed. A large number of Decforms modifications were also undertaken. Powerbuilder was used to build front-end client screens on the PC, as was Microsoft Access and Visual Basic. Oracle 7.3 and RDB databases were utilized to store and manipulate the data. Oracle PL/SQL stored procedures were coded and a number of RDB databases were converted to Oracle 7.0 & 7.3. Oracle Developer, Oracle Reports and Oracle Forms 4.5 was used to develop front end client server applications. Vax Cobol and Basic were the primary 3GL languages used on the Vax. Project management activities included supervision of teams of programming contractors working on customized merchant subsystems with budget accountability.

Digital Equipment Corporation, Colorado Springs, CO - 03/94 to 07/94
As a consultant analyst and team leader, the project consisted of optimization of specialized command streams utilizing the Decscheduler product was performed for DEC's internal MAXCIM inventory control system. Functional enhancements to the system were coded in Vax Basic with RMS files. Extensive Vax DCL programming was performed.

Digital Equipment Corporation, Springdale, AR - 03/92 to 03/94
As a project manager and systems Analyst, the analysis, design, and programming of a complex inventory control and trucking distribution system for Tyson Foods of Springdale, AR was performed. The project involved the design of a high volume inventory transaction system under ACMS and RDB, with interfaces to accounting and trucking distribution systems on the VAX. The system was implemented with Decforms as the screen interface, SQL as the database access language, and Cobol and C as the programming languages. Initial responsibilities included requirements analysis of the accounting interface for the new inventory tracking system and the development of functional and detail design specifications for the interface. The project team completed the coding and unit testing phase, and the software was turned over to the client for system acceptance testing. Logical database design of the RDB database was done according to the new requirements.

Digital Equipment Corporation, Phoenix, AZ - 4/91 to 02/92
As a consultant team lead and training specialist, responsibilities included redesign of DEC's own Corporate Common Project Accounting System. Several new interfaces from ROSS Systems General Ledger and foreign payroll systems were designed, coded and tested. An interface to ROSS Multi-Currency modules was developed with Vax Basic to translate overseas project costs to US dollars. A Data Warehouse strategy including customized data compression and cataloging was also developed and implemented. Project management and coordination activities with remote sites in foreign countries were performed.

Digital Equipment Corporation, Miami, FL - 11/90 to 3/91
As a consultant project analyst, the design, development, and initial operational startup of a centralized VAX based relational database system to perform data collection among all eight Dade County Solid Waste Management dumpsites was performed. The system tied together 16 IBM PS/2 machines which collected data on waste type, tonnage, and recycling at each weighstation and transmitted the data via DEC's Pathworks (PCSA) network product which handles file conversion and network management between PCs and the VAX. Hardware recommendations and initial VAX and PC configuration was performed. The VAX programs were coded in Cobol with RDB and embedded SQL. The PC programs consisted of DOS command streams and QuickBasic code. Several interfaces and 4GL tools into the RDB database were provided for management reporting purposes, including SAS, Lotus 1-2-3 for VAX, and Teamdata. The logical and physical layout of the initial RDB database was performed, including the data analysis, table construction, indexing, tuning and optimization of the RDB database.

Digital Equipment Corporation, Chicago, IL - 7/90 to 10/90
As a Consultant Programmer/Analyst, the project involved a complex system conversion from a Texas Instruments minicomputer platform to a DEC Vax environment. Emulation of system calls, database conversion and lock-conflict issues between the two systems were resolved and implemented. The target language was Vax Cobol. The application was a food coupon redemption system for the Quaker Oats company. Enhancements to the converted system included an automated coupon bar code scanning interface to the existing system.

Cincinnati Bell Information Systems, Desplaines, IL - 8/89 to 6/90
As a consultant Systems Analyst, the project was an information management system for the Cellular Phone industry. The final product will consist of 22 subsystems and will be marketed in the United States and Europe. The system will run on DEC platforms using DECFORMS as the on-line interface and ACMS as the transaction processing interface. The database product used was Dec's RDB with Vax SQL as the data access language. The programming language was Vax Basic. Primary responsibilities included interpretation of the business requirements into a formal design document and program specifications, and then coding. Supervision of programmers during the coding and testing phases was also performed.

Baxter Caremark, Lincolnshire, IL - 1/89 to 7/89
As a consultant programmer/analyst, the project involved analysis and development of various management reporting tools for the MAXCIM inventory system at corporate headquarters. The environment consists of thirty networked Vaxcluster nodes serving over eighty warehouse locations throughout the U.S. The XENTIS report generation product as well as Vax Basic and Cobol were used in the development effort. RMS to Oracle
DBMS conversions were performed.

Midwest Stock Exchange, Chicago, IL - 7/88 to 12/88
As a systems analyst, the analysis and development of stock management software for specialized management needs and outside government reporting was undertaken on the Vax. Oracle DBMS and Vax Basic with RMS files were used. Also the role of PC LAN coordinator for the mixed IBM PC/Apple Macintosh environment was performed on the TOPS PC network.

Harris Trust and Savings Bank, Chicago, IL - 6/83 to 6/88
As an AVP and project lead, primary responsibilities included management of various decision support applications for banker prospecting and marketing analysis; reporting directly to senior management. Duties included database administrator for the S1032 Relational Database product on the Vax as well as project manager for four programmer/analysts and two data entry and support personnel. The primary programming language was Vax Basic with RMS files. Also responsible for development and integration of Model 204 applications in the IBM environment for the Computer Resources Section.

United Fund of Metropolitan Chicago - 9/80 to 5/83
As a programmer/analyst, responsibilities involved on-line, interactive reporting of campaign donations, mass mailing solicitation and statistical database support. Also responsible for analysis of user requests for new software, purchasing of hardware and software products, training and supervision of programmers, operators, and data entry personnel, system generation and programming. The programming language was Vax Basic.

Program Resources, Rockville, MD - 7/79 to 8/80
As a contract programmer/analyst, the analysis and coding of an on-line interactive unemployment insurance system for the state of Massachusetts on a Univac 1100 in a Database/Network environment was performed. Program development was in Cobol under EXEC 8. A second project involved the conversion of Time and Expense, Accounts Payable and Journal Entry System from Cobol to a DEC 11/70, Basic-Plus-2 environment.

United Fund/Vocational Services, Chicago, IL - 9/77 to 6/79
As a programmer/analyst, participated in the installation of the DEC 11/70 campaign fund raising reporting system. In the programmer role, software development of financial reporting programs, maintenance, and training of new programmers under the RSTS/E operating system utilizing Basic-Plus as the programming language was performed.
