I supported development of the proposal in response to the New Jersey public assistance RFP. Made significant improvements to the proposal. I supported development of multiple proposals after New Jersey. UNISYS Apr 2003-Jan 2006 Solutions Director, Health and Human Services Practice 2005-2006 Responsible for supporting the Unisys Health and Human Services Practice. Provided subject matter expertise to customer proposals and acted as a resource to projects based on 22 years of human services experience. Managed projects in trouble to successful conclusion. Supervisor of End User Computing 1989-1994 Manager of desktop support services for the Department's 1,500 workstations with a staff of 10 state employees and 5 contractors. Developed a system of customer service liaisons and a support plans for each division. Developed and published desktop standards. SELECTED ACHIEVEMENTS
* Developed two proposals to acquire a voter registration system at a price the Secretary of State wanted to pay. Resulted in a total project cost of under $2,000,000 where the average states have paid over the last three years has been over $6,000,000.
* Developed a request for proposal to convert over 5 million paper, microfilm, microfiche, and digital documents to a common digital format. Resulted in saving hundreds of thousands of dollars on image conversion services.
* Implemented statewide voter registration system in 87 counties in 6 months for a government agency. Resulted in efficiently processed elections and saved money by retiring a mainframe system.
* Conceived, designed and implemented an enterprise human services data warehouse to analyze managed care encounter data and assess managed care rates. Saved the State of Minnesota millions of dollars and improved program management.
* Developed the advanced planning document (APD) and assisted in negotiating 90% federal funding with the Department of Health and Human Services. Resulted in proceeding with the project and saving the State of Minnesota $4,500,000.
* Redesigned and implemented filings of financing statements for a government organization to enhance archaic technology and to update legislative changes. Resulted in meeting major legislative reform requirements to Article 9 of the Uniform Commercial Code.
* Developed a work order, oversaw the conversion, and coordinated with the system implementation contractor the conversion voter registration data from an old mainframe system in six months. Resulted in a very rapid data conversion and saved $200,000 over having the implementation contractor do the conversion.
* Conceived of an automated eligibility system to improve the productivity of public assistance workers and sold the idea to senior staff. Resulted in a system that produced a net productivity improvement of 25%.
* Coordinated development, testing and implementation of a statewide election night reporting system to improve access to election results for the public and media. Coordinated with 87 counties and broadcast and print media resulting in a much faster election results.
* Coordinated the incremental development of the election night reporting system over the course of three election cycles (primary and general) to produce election results more quickly. This resulted in a lower total cost of development for all the features we had in the system.
* Developed a system to assist county public health nurses administer the Early and Periodic Screening, Diagnostic, and Treatment (EPSDT) program and contact newly Medicaid eligible mothers and see new born babies on a periodic schedule. Resulted in the first application to use Internet technology and improved the administration of the program.
* Developed an insurance recovery system for child welfare medical expenses. Resulted in increased revenue of $1.5 million in first two years.
* Pioneered the use of video conferencing with user groups for the Medicaid Management Information System (MMIS). Resulted in an increase in user participation of 30%.
