EXPERIENCE Led and managed IT and network engineers in meeting critical network management system objectives, for a Fortune 500 corporation, with critical operational objectives while staying within budget, and enabling several million dollars of cost avoidance. This required effective communication with senior executives, technical managers, operation center managers, system integration lab testing environment, as well as external engineering vendors on both a project objective, contractual and troubleshooting level. We achieved 99%+ system availability together with a very high frequency of change in multiple high pressure delivery environments (voice, transport, DWDM, SS7 & ATM/FR). I successfully combined; technical implementations, operational support, troubleshooting, contractual interpretation, purchase processing and negotiating skills, with an awareness of the relevancy of new innovations in the field of telecommunication information technology. Shortly after arrival in U.S.A. in January 1999 I was recruited for the new Bell Atlantic/Verizon "272" Long Distance initiative. I am an approved Permanent Resident and have applied for Citizenship. IT Budget & Procurement Coordinator (06/07-Date): Most recently I worked to consolidate the original Bell Atlantic/Verizon Long Distance IT group into the new (post merger with MCI) Verizon Business processes. We increased proportionate capitalizable labor costs from under 5% to 60% and ensured critical procurements were effective. My role was briefly expanded, from a group analysis of 40 contractors and employees in USA, to an international Executive District covering more than 300. Network Element Software (1/99-4/02), Element & Network Management Manager (1/04-6/07): Initially responsible at long distance launch on 1/1/2000 for all voice, data and transport network element software, I achieved cost avoidance precedents in excess of $2.2m (invoiced) per voice switch in the field. (Four more voice switches were installed based on that precedent). Later in 2003 lead a highly qualified team of seven network system engineers in support of rapid development of over 20 Element (EMS) and Network Management (NMS) operational support system systems, from 12 external vendors including: Alcatel-Lucent, Sonus, Fujitsu, Tellabs, Tekelec and Nortel. These systems were critical to allow Network Operation Center oversight of 1,000 long distance (digital, optical, Asynchronous Transfer Mode, Frame Relay, Internet Protocol voice, data and transport) network elements, and their facilities, in the field. In 2006 our Teams made twenty-one deployments including fourteen major releases. Each deployment was made to System Integration Lab, Production and Disaster Recovery Center. These implementations including many state of the art enhancements to; Voice/SS7, VoIP, Data (ATM & FR), and Digital Cross-connect/SONET & DWDM infrastructure coast to coast across the U.S.A.
By 2007, systems automatically, fed around 75% of all ordering, provisioning and inventory, direct to the network elements. The quality of performance, traffic management and surveillance information was similarly improved through the introduction of facility, service and customer lookup features. Surveillance, performance monitoring and automatic flow-through provisioning of Verizon's optical FiOS DWDM long distance LAMBDA backbone was also for the first time. Invoiced cost avoidance included; $1.5m over three year's maintenance for one product in addition to $250,000 cost avoided as a network element surveillance license precedent for DWDM, (This precedent was used to determine ongoing cost during all significant expansion of the DWDM network since that time). Information Technology Asset, Purchasing and Procurement Manager (4/02-12/03): Leading a team of four members, we developed a single and centralized procurement process, consolidating from over twenty points of purchase into one, resulting in greater cost control. A single point of contact for delivery was also established, reducing delays in receipt of critical equipment. A full IT equipment and software inventory was carried out for the first time. This resulted in a $5m update to the Corporate IT Financial Account, and an additional license cost avoidance of $7m while maintaining full licensing integrity and compliance. Document Standards Publishing & Software Library Manager (8/02-12/03): Leading a Team of three, responsible for vendor and internal documentation, we developed an innovative state-of-the-art, hyper-linking relational Document Management storage system using a third-party development of Coextant and Lotus Domino. Three different, operationally crucial, soft copy library document types were received into one seamless repository with full version control and cross linking based upon key names, words and phrases. Configuration Management, Program Management & Release Manager (8/99-9/03): Our team created, through third-party development, a uniquely innovative configuration and change management process. The associated relational database and workflow tool was unique in the industry, in providing a single view of the entire long distance corporate network including equipment in the field, and all supporting IT system information including their inter-relationships. Detail was maintained down to release/revision/version/patch level for everything from Network Element plug-in pack revisions right through to IT data center platform middleware versions and UNIX patch configurations. This tool was used to monitor Engineering network elements and IT operational support systems including; pack and plug-in repairs, test results, change and release management.
