Recent Experience: Spacenet Inc/Wholly Owned Subsidiary of Gilat April 2005 to Present Program Director/Program Manager, Spacenet Government Systems Responsible for Proposals, Contract Negotiation, Program Engineering and Implementation, and Operations for many of Spacenet(tm)s major and smaller Governments programs, including US Postal Service LAO, SAO, and ORBIT networks (16,000 sites), Spacenet(tm)s mobile and transportable TracStar and C-COM self-erecting antenna units for the US Postal Inspection Service, USPS EDDI, Sprint/CBP, IBM/NiSource, Port Authority-NY/NJ. Also managed commercial networks including Arby(tm)s, RTM, and Boston Market totaling nearly 2,000 sites, multiple projects for the Govt. of Israel (Foreign Military Sales), US Marine Corps, LAPD/Raytheon/LDV, US and State/Local Government programs for the Israeli Ministry of Defense, Gilat SkyEdge I and II Hubs and training for US Army, Booz Allen, MITRE, and BAE Systems. Arrowhead Global Solutions, Inc.(now CapRock/Harris Comm.) May 2004-April 2005 General Manager/Program Manager, DSTS-G Teleport Programs Responsible for overall Program Management of two Deputy Program Managers and Program Administrator for DSTS-G Task 27 Teleports designed, constructed, and accepted for the Global Information Grid for DISA at 6 worldwide locations. Tasks included engineering and management of multiple equipment and service vendors performing construction, site preparations, civil works, systems integration and installation for 12-16M C-Band and 12-9M Ku-Band antennas, and RFT shelters, providing baseband fiber interconnects to the end customer. Provided major inputs to several proposals for MUOS, DeCA, NOAA-NSOF and the FAA WAAS programs. Revenues managed up to $20M.
Spacelink International, LLC (Now DRS) October 2003-May 2004 Senior Program Manager, Iraqi Programs Responsible for Program and Technical Management for several VSAT and Flyaway satellite programs in Iraq for prime contractors SAIC, KBR, the Coalition Provisional Authority, Plenexis, and Fluor Corporation. Managed on-site project engineers to provide support and technical maintenance for various satellite terminals in Baghdad, Al Hillah, and Basra providing local phone and Internet services, VOIP, and high bandwidth multiplexed communications for the Government of Iraq and the CPA. Responsibilities also included new and follow-on contract proposals, vendor management, and field staffing. Revenues ranged from $1M to $20M.
Comsat Laboratories/Division of ViaSat, Inc., January 2002-January 2003 Senior Program Manager Responsible for Technical and Administrative Program Management, and Contract Negotiations for new and ongoing Linkway TDMA/TDM mesh networks and LinkStar DVB-RCS networks of thousands of sites for ICAO South America, Eutelsat, Telespazio Brazil, Argentina and Italy, Globecomm Systems, Belcomrus, Immeon and ViaSat Atlanta, with revenues of $10-15M per year. Managed Brazilian, Argentinean, and Russian VSAT Homologation and certification programs to ETSI, CE, and EMI requirements. Acted as Proposal manager for several large TDMA networks in South Korea, Mexico, and others resulting in a major 4000 site win in Mexico.
Spacenet Inc/Gilat Satellite Networks March 1999-November 2001 Senior Program Manager Responsible for Program Management and customer satisfaction for thousands of new VSAT sites and existing networks for GTECH and Alliance Data Systems, ATT Fastar, General Dynamics and Real-time Communications (Oil Rigs) totaling over 10,000 sites and more than $10M revenue yearly. Trained in use of new SAP system acting as PM expert providing user instruction and problem resolution. Discovered, analyzed, and pursued resolution of Automobile Radar Detector interference into Ku-Band VSAT systems, including work with the FCC Laurel, MD Engineering Laboratory and engineering staff, resulting in an FCC Final Report and Order requiring design changes and testing in all new radar detectors.
ARINC, Inc.(Radio Division) March 1992-March 1999 Senior Program Manager/Service Manager Managed 12 ARINC Air-Ground Voice Services, budgets, planning, network upgrades, and execution totaling $27M a year. Services provided very high availability communications domestically and internationally for the FAA and many US Airlines. Interfaced directly with FAA Program Office and technical personnel for five-year planning cycles, and managed the testing/resolution of Y2K issues. Managed initial roll-out of the ongoing High Frequency Data Link system for long-range aircraft at 10 worldwide sites providing critical global coverage in remote and polar regions where other services do not exist. Managed the FANS-CNS/ATM System installed in Magadan, Far Eastern Russia to enable Western Aircraft to fly over the Russian Far East using the first fully functional FANS Ground Stations. Technical/Systems interface with the Russian equivalent FAA (Rosaeronavigatsia) and other Russian equipment vendors to design a satellite linked Automated Dependent Surveillance system which enabled tracking of aircraft in an previously uncontrolled environment. Managed ARINC(tm)s development of a GNSS Air Traffic Management System incorporating highly precise guidance systems based on Differential GPS Reference stations; ultimately tested at Chicago O(tm)Hare.
GTE Spacenet Corp. June 1983-January 1992 Senior Project Manager/Manager Systems Implementation and Field Services Managed Spacenet(tm)s 22 person staff of Implementation and Field Support engineers, implementing and running upwards of 6,000 earth stations including Kmart and First Union National Bank networks. Managed System Design and Telenet Packet network integration for the $35M US Secret Service network for 110 remote sites and local hub including transportable earth stations, encrypted fax, mail, and PC communications to field offices. Managed design, vendors, site selection and installation of the $17M EMP-proofed network of 40 domestic and overseas VSATS for the US Army TROJAN program. Managed a number of other networks including FAA SCPC, RR Donnelley, NUWES, NSS/NTD, and the Nuclear Regulatory VTC network. Received the GTE Presidential Award for management, design, and implementation of the $130M Sprint Satellite Network including 60 and 120Mbps TDMA systems from HNS using up to 4:1 voice compression in C and Ku-Bands at 12 sites from Hawaii to New Jersey, Texas to Chicago. Hubs ranged from 7-18Meters, with network control via linked VAX computer systems and a NOC in McLean, VA. Established and maintained Integrated Logistics, Quality Assurance/Control, Inventory Management, Configuration Management, Scheduling, and Program Management processes and procedures.
Contel-American Satellite Company June 1979-June 1983 Satellite Operations Engineer Designed, monitored development, and installed ASC(tm)s Satellite Transponder Monitor and Control system, a precursor to modern SAT and other satellite monitoring systems providing real-time monitoring of all carriers on ASC(tm)s leased and owned Westar satellites. Project engineer for Fairchild Industries VTC system and HNS 60Mbps TDMA network for voice and data.
