RESUME DETAILS

PROFESSIONAL OVERVIEW

Highly motivated, focused and results oriented senior electrical engineer with over twenty years of technical design, integration, test, and system engineering experience in the hardware engineering and IR&D laboratory environment. Ten of those early years entailed instructing and managing all aspects of designing and architecting RF Special Test Equipment (STE). The last 10 years involves increased responsibilities of systems engineering duties. Increasing managerial responsibilities and experiences led to corresponding progressive positions as a REA, Electrical Engineering Lead, and a Deputy IPT Lead. Demonstrated ability to work independently and set goals and objectives with a desire to learn new skills and apply them effectively to assigned tasks. Currently training for the Certified Associate Project Management (CAPM) Certification as recognized by the world renown Project Management Institute (PMI) Organization.
Security Clearance
* Top Secret Security Clearance TS/SCI 02/27/08 (w/CI Poly 2008)
* DoD Secret 03/08
* SSBI Top Secret 12/19/03
Accomplishments
* Successfully supported the Northrop Grumman BACN program as Acting IPTL during my managers eight week absence. Managed to negotiate an IMS drawing delivery schedule change with the Mechanical Engineering Lead. This action shorten the mechanical drawing schedule by one week which resulted in saving the company time in its product delivery schedule, and resulted in saving an estimated $250K in mechanical design, production and support cost.
* The REA responsible for the procurement, RF cable/connector design, documentation, and modification of the VCRM. Managed the lab technicians for the building of the Mobile Satellite Ventures Uplink STE Rack. The STE was delivered on time and at cost.
* Performed radio communication SIT and radio rack test procedure modification for NGC BACN program.
* Created and implemented a custom configuration management, drawing, and document maintenance process. This improvement in drawing development maintenance efficiency saved a $40K cost by not having to procure a full up PDM system.
* Responsible for the complete TDRS satellite test array panel development. Responsible for procurement, electronics design and panel acceptance testing. Developed an efficient time saving way to command and control Low Noise Amplifiers (LNA) / Solid State Power Amplifiers (SSPA) on the array panel using Single Wire Serial Interface (SWSI).
* Successfully implemented programming of 22 EPROMs for gain linearity adjustments. This was an emergency rush job to support the 2nd Marine Division in the first gulf war using the Hughes Driver's Thermal Viewer infrared system.
* Responsible for the complete electronics designed of the Hughes Night Vision System F/A-18 TINS FLIR Sensor Unit ATE. The ATE design imported serial tactical command messages from the Sensor Electronics Assembly for diagnostic interpretation.
* Successfully resolved an IR system Dewar electrical oscillation problem for the Hughes Driver Thermal Viewer program.
* Responsible for the complete electronic design, test and integration of 9 RF switch matrix panel STEs for the PAS2 satellite program. These designs reduced lab test times by a factor of 80% resulting in an overall lab cost savings.
* Successfully redesigned a Bit-Error-Rate Tester (BERT). Utilized Altera Max Plus to alter the stress pattern and Wind River embedded tools to verify the redesign implementation and BERT operation.
* Successfully modified and verified MIDS/SADL test procedures for the Northrop BACN program. Executed step-by-step testing per procedure instructions altered by me.
* Assisted in designing C and Ku band transponder simulator test rack for the Hughes HS-601 platform. It was remotely and manually controlled. The rack was shipped to Japan for the SuperBird-3 program and lauded for its functional capability.
* Responsible for using VHDL to code a 1553b bus controller, remote terminal, and bus monitor for Altera CPLD for the Space Way Satellite program.
* Responsible for converting AutoCAD drawings into 3D Solid Works drawings. This effort supported the Northrop Grumman's vision of unifying and integrating their component parts and drawing libraries.
* Assisted the Raytheon Deputy IPT Lead in the modification of the Raytheon APL-5 ESM STE Test Plan.
* Provided the Raytheon NPOESS program with a derating analysis of the FPIE electronics.
* Successfully analyzed NPOESS electronics schematic to identify the viability of particular total dose radiation parts.
* Assisted in the design of the telemetry command and control circuitry for the Wideband Gapfiller System STE.
* Reversed engineered an obsolete electronic circuit boards MCP satellite program.
* Responsible for cable drawings and parts procurement. Assisted on testing embedded software signal simulation for the UUT of the Ground Based STE for the FIA program (Classified).
* Successfully evaluated nationwide semiconductor vendors per MIL-STD-750B as a Component Engineer.
Technical Skills
* Provided project management support to bids and proposals. Used tools like Beowolf for Basis of Estimate (BOE) estimations, Technical Performance Measures (TPM) for planning, Earned Value Management (EVM) and Integrated Measurement System (IMS) for metrics, and the Federal Aviation Administration (FAA) Designated Engineering Representative (DER) for government coordination. Interfaced with FAA Electrical DER to resolve aircraft drawing issues.
* Performed electrical and mechanical drawings using AutoCAD LT and SolidWorks 3D.
* Performed analog, digital, RF, electromechanical design, software integration, and test.
* Performed spreadsheets for financial budgets and technical tracking using Excel and MS Project.
* Experienced with configuration and database management using IBM Rational Clearcase and Clearquest.
* Experienced with operating test equipment such as Logic Analyzer, Vector Network Analyzer, Spectrum Analyzer, Digital and Analog Oscilloscopes, Data Acquisition Unit, Digital Multi Meters, and Power Meters.
* Posses the ability to analyze and troubleshoot problems methodically with a keen spatial, visual awareness and acuity.
* Experienced with cabling design and AC/DC grounding schemes.
