Employees of the Hennepin County Information Technology (IT) Department play an integral part in making the County a great organization; one that provides citizens with services they need while leading the way in implementing an e-Government approach on the local, state, and national level.
The Technical Team Lead is a key member of the Hennepin County Justice Integration Program (HJIP) team. This position will be critical to the creation of project definitions, facilitation of business requirement gathering, creation and validation of business requirements, development of business scenarios for customer testing, and working with subject matter experts to resolve project requirements issues. Facilitation is a significant portion of this position's responsibility as the number of both internal and outside agencies involved in these projects is large.
The primary duties and responsibilities of this position include:
Provide leadership to the data architects, application architects, application developers, and quality assurance analysts
Interpret customer focused business requirements and provide documentation for technical staff
Work closely with the project team to ensure completeness and understanding of the requirements
Provide leadership to the architects and designers to assist in moving the requirements through logical and physical design, work with the Quality Assurance (QA) team to ensure that all requirements are testable, measurable and traceable
Work closely with the business operations team to ensure requirement completeness, understanding and gain consensus
Review business analysis deliverables to ensure they are thorough, consistent, complete, accurate and adhere to best practices
Plan and provide accurate schedule estimates for project work to Project Management team
The Ideal Candidate will have:
One of the following:
Master's degree in computer science, management information systems (MIS) or business administration with an emphasis in IT plus two or more years of professional experience working on multiple and simultaneous complex IT projects
Bachelor's degree in computer science, management information systems (MIS) or business administration with an emphasis in IT plus three or more years of professional experience working on multiple and simultaneous complex IT projects
A two year degree or approved certification in an IT program plus five or more years of professional experience working on multiple and simultaneous complex IT projects
Three or more years working on large, complex projects involving multiple agencies
Experience with building requirements for integrations
Experience working independently to provide project documentation and recommendations
Experience providing leadership to senior level business and technical analysts
Ability to establish and maintain effective working relationships with all levels of the organization and contribute in a team environment
