Sr Level Developer, BS or MS degree required, 10+ years of experience

Roles and responsibilities include:
Identify, analyze, and define system IT needs. Apply knowledge of enterprise IT needs to design improved processes, generate valid requirements, and ensure these are consistent with the enterprise technical architecture. Act as an advisor to IT system engineers and propose changes to the technical architecture based on analysis of requirements and new technology. Work with appropriate parties to resolve discrepancies between proposed IT systems and enterprise quality and security standards. Formulate and define the technical scope of activities aimed at improving IT support for enterprise business processes. Identify architectural and technology risks with the potential to impact IT plans; develop goals and plans to mitigate risks.
Required Skills:
Advanced developer skills using the following toolset:
- Thorough knowledge and ability to program proficiently in several applications or database programming languages such as: Java/JEE APIs, JSP, Javascript, JSTL, Custom Tags, CSS, HTML, XML, Spring Framework, Hibernate or other ORM framework, MyEclipse/Eclipse, Subversion/Subeclipse
- Demonstrated programming, troubleshooting, and debugging skills
- Excellent communication and presentation skills
- Experience as a technical team lead
- Knowledge of software lifecycle management (preferably specific knowledge of the Project Management Framework)
- Ability to estimate work durations, work to a schedule, and meet deadlines
- Previous experience developing production systems
- Ability to translate user requirements into complex application, database or web designs that effectively address interoperability with other applications.
- Ability to propose and implement solutions when customer requirements are ambiguous
- Ability to maintain currency in the use of the newest technologies and techniques such as prototyping, component-based development, object-oriented design, database design, Web tools and architecture, COTS integration, middleware engineering or data warehousing
- Considerable knowledge of Agency architecture, security requirements, operating environment; all work will be designed and developed in compliance with Enterprise Technical Architecture
- Ability to translate complex technical terminology, concepts and issues in terms understandable to management and technical staff and resources
