JOB DETAILS
There are several applications that will be part of this Scope of Work across multiple State based program areas. These Program areas include (but are not limited to) Medicaid, Deliverable Tracking System and others.
Re-engineer/Migrate to client server systems - Services Oriented, WebSphere web based applications
Develop high performance, scalable, robust web applications using leading edge tools, processes and products to replace existing applications
Ensure compliance with agency software development standards, including SDLC and PMLC
Document the (per application) steps required for complete migration and legacy retirements.
Identify tools necessary for the migration.
Ensure business processes are not interrupted during the migration.
Develop strategy plan for subsequent system migrations
SKILLS AND QUALIFICATIONS (Required)
Essential Job Functions:
Performs systems analysis to evaluate the current application and system while considering additional customer requirements, systems requirements, software releases, equipment configurations, and relationships/dependencies between systems.
Participate in customer definition and design meetings to gather requirements and functional specifications
Participate in the development of web applications and assists IT staff with construction of code based on requirement definitions
Adhere to Agency standards for web based applications
Designs and implements new or revised methods that effectively meet agency needs
Documents agency IT processes to support IT software development
Participates in the preparation of diagrams, charts, and tables that depict the present and proposed systems in terms of costs, benefits derived, and tasks accomplished
Assist project/functional manager with technical skills in order to assist with project development/implementation as needed.
SKILLS AND QUALIFICATIONS
Minimum Requirements:
Years Skills/Experience
5 Development experience in Web based applications.
2 Development experience with WebSphere.
2 Coding languages and environments including but not limited to
Java, J2EE, EJB, JSP, XML, HTML.
2 Development experience with Oracle database.
Strong Able to work with others in a team-based environment.
Strong High motivation level and superior attention to detail.
Strong Excellent communication skills, both written and oral.
Strong Strong communication and team work skills, team coordination, mentoring and training skills.
Strong Ability to finish projects on time with minimal supervision.
Preferences:
Years Skills/Experience
2 Development experience with WebSphere Portal Server, JSF, Servlets, LDAP, Portlets, EJB, JDBC, SQL, JNDI required
TERM OF SERVICE
Services expect to start as soon as possible and are to be completed by August 30, 2009. Total estimated Worker hours shall not exceed 1700 hours per worker. This service may be amended, renewed, and/or extended providing both parties agree to do so in writing.
WORK HOURS AND LOCATION
Services shall be provided during normal business hours unless otherwise coordinated through the HHSC. Normal business hours are Monday through Friday from 8:00 AM through 5:00 PM, excluding State holidays when the agency is closed.
The primary work location(s) will be at the HHSC Commission IT facility located at 701 W. 51st Street, Bldg. C, Austin, Texas.
