The salary in the Department of Water and Power is $58,902 to $86,317.
Candidates from the eligible list are normally appointed to vacancies in the lower salary range positions.

DUTIES A Systems Analyst analyzes procedures, methods and operations of computer-based information systems; designs, implements, and recommends local area network and wide area network information systems to improve the efficiency and economy of City operations; performs cost benefit and feasibility analyses related to the modification of existing computer-based information systems, the maintenance and support of information systems, or the implementation of new computer-based systems; and accesses information from automated files using high-level retrieval languages.

REQUIREMENTS Graduation from a recognized four-year college or university with a major in Computer Science, Information Systems, or Geographical Information Systems; or
Graduation from a recognized four-year college or university and two years of full-time paid experience in a class at the level of Management Assistant which provides experience in:
the development, analysis, implementation or major modification of new or existing computer-based information systems or relational databases; or
performing cost benefit, feasibility and requirements analysis for a large-scale computer-based information system; or
performing system implementation activities including software and hardware acquisition, installation, modifications to system configuration, system and application upgrade installation; or
Two years as a Systems Aide with the City of Los Angeles; and
Satisfactory completion of four courses, of at least three semester or four quarter units each, in Information Systems, Systems Analysis, or a closely related degree program, professional designation, or certificate program from a recognized college or university.
At least three of the courses must be from the core courses required in the program, and one course may be from either the required core courses or the prescribed elective courses of the program. A course in systems analysis and design is especially desired, but not required.
In addition to the regular City Application form, all candidates are required to submit a Systems Analyst Supplemental Information Form at the time of filing. Candidates who fail to submit both the City application form and the Supplemental Information Form together will not be considered candidates in this examination and their application will not be processed.
Achievement of a qualifying score on the qualifying written test for Systems Analyst.
NOTES
On the Supplemental Information Form, candidates must identify the specific projects that provide the qualifying experience outlined in Requirement #2 above. The minor application, modification or use of existing systems is not considered to be qualifying experience.
General education courses will not meet the education requirement outlined in Requirement #3 above. Course titles, completion dates, and grades must be listed on the Supplemental Information Form. A copy of the offering institution's catalogue program description and course list must be submitted within 7 calendar days of submittal of the online application to: Personnel Department, Employment Services Division, Room 100, 700 East Temple Street, Los Angeles, California 90012.
Four years of full-time paid experience in any of the areas noted in Requirement #2 above may be substituted for the required degree only. The two years experience in the areas noted is still required to fully meet Requirement #2.
Some positions prefer candidates with A+ certification and/or MCDST (Microsoft Certified Desktop Technician).
SELECTIVE CERTIFICATION
In accordance with Charter Section 1010 (b) and Civil Service Rule 5.31, selective certification will be used for some positions that require special skills and/or training in one or more of the following areas. Only persons possessing the following as of the close of the filing period may be considered for appointment to fill such positions. Experience in any one of the following areas noted below must have been within the past five years.
At least one year of programming experience using object-oriented languages or object-oriented application development tools such as Business Analysis, IT Design, Diagramming, Power Builder, Delphi, ASP, ASP.NET, Visual Basic, Visual Basic.NET, Microsoft.NET, Java, C, C#, or C++; and use SQL with a relational database such as ORACLE, DB2, SYBASE or SQL Server or
One year of full-time paid experience administering and supporting a distributed GIS system using UNIX or Windows platforms and ESRI GIS-based specific knowledge such as ArcGIS, ArcSDE, and/or ArcIMS environmental; or
At least one year of full-time paid experience administering and supporting servers using the Windows and/or UNIX Server Operating Systems; or
One year of full-time paid experience developing Websites and Web content using Dreamweaver and Photoshop; or
One year of full-time paid web development experience using Cold Fusion development tool in conjunction with relational database such as SQL Server, Oracle, or DB2; or
One year of full-time paid server implementation, troubleshooting, maintenance, and optimization experience using Novell Netware as an operating system.

APPLICATION DEADLINE
The written test for Systems Analyst will be held on the 3rd Saturday of the month. Candidates who successfully complete the written test will be interviewed the following week in Los Angeles.
Candidates whose City applications are received and approved by the 4th Thursday of the month will be scheduled to take the written test on the 3rd Saturday of the following month.
NOTES:
The written test will be administered in a single half-day session. Candidates will be notified later by mail of the time, and location of the written test, which will be held in Los Angeles.
Candidates whose test date falls on a holiday will be notified by mail of the date, time and location of the written test.
Additional test days may be required if a large number of applications are received.
Filing may be closed without prior notice after a sufficient number of applications are received. For administrative purposes, filing will close periodically and reopen the following day.

VERIFICATION OF DEGREE
All candidates filing under Requirement #1 and #2 must submit proof of having received their qualifying degree before they can be certified. Candidates who successfully complete the written test will be provided with special instructions for submitting the required proof of degree. Candidates should be prepared to provide at least one of the following:
Official unopened transcripts indicating degree completion, or
Official unopened transcripts and unopened letter from Registrar's Office indicating completion of requirements for degree, or
Completion of Verification of Degree Form.

The qualifying written test will consist of multiple-choice questions. In the written test, emphasis will be placed on the candidate's background, work experience, and personal qualifications as they have prepared the candidate to perform the duties of a Systems Analyst, including knowledge of: data processing fundamentals such as the usage and types of hardware, communications, and applications; principles and practices of database design and retrieval (i.e. field, record, and file definitions); configuring and troubleshooting components of an operating system, standard systems documentation, including dataflow diagrams and application logic; development tools and programming languages; network configurations and communication protocols; the ability to read and understand technical material; attend to details when following instructions; interact tactfully and effectively with others; effectively deal with verbal criticism in order to accomplish objectives; and other necessary skills, knowledge, and abilities.
All candidates who receive a passing score on the qualifying multiple-choice test will be invited to participate in the interview. The examination score will be based entirely on an evaluation of the candidate's personal and professional qualifications by interview. In the interview, emphasis will be placed on the adequacy of the candidate's experience, training, and personal qualifications as they have provided the knowledge of: development tools, programming languages, systems development and design, and database applications; network configurations and communication protocols; principles and concepts of database design; supervising principles and practices, including EEO responsibilities; ability to identify, research, and organize information needed to design applications, recognize problems, and manage multiple projects; predict future technological needs based on existing systems, trends, and developments; translate user activities into data processing requirements; install, configure, upgrade and secure operating systems; operate, configure and troubleshoot system components; evaluate viability of systems based on benefits or results; communicate in a diplomatic, clear, persuasive, concise, and attentive manner; deal tactfully and effectively with coworkers and the public; lead a group discussion to accomplish goals; present information orally in a variety of settings; advise and make recommendations logically and convincingly; and other necessary skills, knowledge, and abilities.
Passing Score for the Qualifying Written Test
The passing score for the qualifying written test will be determined by Personnel Department staff after the written test is administered. Consideration will be given to the number of candidates taking the test and the existing and anticipated number of vacancies, such that there are a sufficient number of eligibles on the list to satisfy current and future vacancies for the next two years. Therefore, the passing score for the qualifying multiple-choice written test may be set either above or below 70%.

You must have received a regular appointment to a City position or be on a reserve list to file on a promotional basis.
The promotional list will ordinarily be used ahead of the open competitive list. However, if open competitive candidates receive a higher score, without military credits, than the highest available promotional candidate, after adding 0.25 of a point seniority credit for each year of service, the Civil Service Commission, upon request of the appointing authority, may approve certification of such open competitive candidates ahead of the promotional candidates.

You may take this examination once every 180 days. Your name may be removed from the eligible list after 180 days.
This examination is based on a validation study and as provided by Civil Service Commission Rule 4.20, the written test will not be subject to candidate inspection.
A final average score of 70% in the interview portion of the examination is required to be placed on the eligible list.
Your rank on the employment list may change as the scores of candidates from other administrations of this examination are merged onto one list.
