Duties:
Coordinate on behalf of the CIO with government Team Leads and Program Managers/Directors to ensure that the CIO's direction is followed in relation to NIH architecture and engineering and change management efforts. Review proposed architectural modifications or additions and provide guidance for engineering, architectural, and technology changes to the NIH information management and IT environment. Ensure project management processes and support information assurance compliance. Will participate in applications development and software engineering and lead the other developers and provide coding expertise. Ensures all application developments and software engineering adhere to government and industry best practices/standards.

Education/Qualifications:
• MS degree in Business, Information Management, or a related Information Science field.
Ph.D. is preferred.
• At least 10 years experience as a project manager
• Minimum 10 years industry experience
• Minimum 10 years of software engineering with large companies
• Ability to lead project review boards
• Experience with business case analysis
• Possession of excellent consulting and leadership skills
• Ability to lead a team of application developers and DBA for existing projects using .NET, Java, Oracle, and MS SQL
• Requires up-to-date expertise in application coding with latest development tools to assist the application developers with coding, design, development and implementation and database administration. Should be knowledgeable in Earned Value Management (EVM)
• Extensive experience in front end applications, database development & administration
• Certified Project Management Professional- PMP from PMI or equivalent
• Posses at least a Six Sigma (green belt) certification or equivalent
• ITIL Foundations Certification desired
• Team building and leadership;
• Experience with program management
• Risk management;
• Margin and performance improvement;
• Customer service/relationship managements;
• Close collaboration and cooperation with the government project officer;
• Review requirements and develop project charter, determine goals and time frame, funding, limitations and procedures for accomplishing goals, staffing requirements and allotment of resources
• Knowledge of open source systems and other COTS products related to healthcare
