The PeopleSoft Unit's Berkeley Financial Systems (BFS) Application Programmer 3 position is one of the technical resources responsible for providing day-to-day production batch and online support for BFS. Duties include support for the development, enhancement, transformation, and upgrade efforts for BFS, which involves writing programs in PeopleSoft-supported programming language(s), web applications programming, and designing related database tables and interfaces. Duties also encompass test-to-production processes, maintenance, and documentation of BFS applications.

This position reports to the PeopleSoft Unit BFS Technical Manager in the Application Services department of Information Services and Technology, at the University of California, Berkeley.
Responsibilities:
• Design, develop, modify, debug, and evaluate complex programs for functional areas

• Analyze existing programs and works to formulate logic for new systems; devise logic procedures; prepare flowcharts; perform coding and data analysis; and test/debug programs through the application of professional programming concepts

• Provide analysis for the design and use of complex relational databases

• Understand and follow best industry practices and department policies and procedures related to work assignments

• Develop and execute moderately complex test plans, including performance and integration testing. Develop conversion and system implementation plans. In addition, train functional owners/analysts in conversion and implementation of system changes

• Gather, analyze, prepare, and summarize recommendations for approval of system and programming documentation

• Provide on-call production support, documenting problems and then devising, implementing, and documenting a permanent fix to the problem in consultation with the subject area expert, technical lead, or manager when necessary

• Mentor technical staff on subject area(s) of expertise as requested/assigned

• Interact with senior level internal personnel by apprising management of the status of assignments, consulting with management on time lines and deliverables, and performing job duties under the direction or supervision of technical leads when necessary
Requirements & Qualifications:
• Thorough knowledge of applications programming functions and best practices in customization approaches and standards.

• Knowledge relating to the design and development of application programs across the organization

• Ability to quickly identify, analyze, and resolve application issues

• Knowledge of other related areas of IT, such as Operating Systems, Server Configuration, and Database Services

• Knowledge of department processes and procedures, or ability and willingness to acquire it

• Advanced skills in programming design, modification, and implementation

• Good interpersonal skills in order to work with both technical and non-technical personnel at various levels in the organization

• Skills needed to develop conversion and system implementation plans; specifically, the ability to identify, prioritize, record, and communicate the steps necessary to complete the implementation of a large development or data conversion project that involves coordination among various campus technical and functional teams

• Ability to communicate technical information in a clear and concise manner

• Ability to understand business needs and how business systems can support those needs

• Ability to interface with management on a regular basis

• Must be self-motivated and be able to work independently or as part of a team

• Ability to adapt quickly, meet deadlines, and demonstrate problem-solving skills

• Advanced skills in PeopleSoft-related application development tools and technology, PeopleSoft-related programming languages, and object-oriented programming concepts

• Ability to quickly learn web services applications, Java programming language, and Oracle Fusion and integration technology

• Ability to learn and understand vanilla functionalities of PeopleSoft Financials and Supply Chain Management System

Desired Qualifications:
• Experienced programmer in Java/J2EE
