This posting is for an Applications Programmer 3 position in the Mainframe Unit within Information Services and Technology (IST)- Application Services. This senior programmer will work on the technical team supporting the Campus Accounts Receivable System (CARS). This position will support both enhancement and maintenance projects relating to U.C. Berkeley's centralized accounts receivable and billing system.

The incumbent will work with functional sponsors in Billing and Payment Services, with end-users in campus departments, with outside vendors, with database administrators and systems programmers in IST- Infrastructure Services, and with staff in the AS-Production Control unit. Enhancements require meeting with functional staff; performing analysis; programming in COBOL with SQL for a relational database (DB2); programming reports in Easytrieve; testing new code; migrating code to staging; providing direction for functional user acceptance testing; migrating the enhancements into production; and scheduling new jobs.

A primary function for this position will be to serve as the technical lead on the General Ledger Reconciliation process, which involves analysis and program changes to keep CARS in balance with the General Ledger and with Accounts Payable. Another project will be to work on analysis and coding for incorporating delinquency and collections processes into the CARS system. Other enhancement assignments will be given to the incumbent according to priorities set by Billing and Payment Services and by the CARS technical manager.

Maintenance responsibilities for this position include serving a one-week per month rotation as the on-call programmer. The on-call programmer responds to requests as needed throughout the week, handling any issues relating to the running of production jobs and ad hoc reports.
Responsibilities:
• Perform complex and wide-ranging enhancement and maintenance planning, analysis, programming, testing, and implementation for an enterprise-wide system

• Take on the lead technical role on projects approved by our sponsor (Billing and Payment Services), such as GL Reconciliation and delinquency and collections processing

• Resolve production problems via analysis, research, recommendations, and implementations of technical solutions

• Document scope, work breakdown structure (WBS), analysis, programs, test plans, jobs, and procedures, using appropriate methodology and standards

• Participate in the technical direction and decisions of the Campus Accounts Receivable System with regard to upgrades, conversions, application fixes, designs of enhancements, and data security efforts

• Represent the CARS team at meetings, such as GL Reconciliation Work Group meetings
Requirements & Qualifications:
The position will require a senior-level knowledge about logon procedures and security; program analysis and design; program migration and change management procedures; unit testing; and functional user acceptance testing. The incumbent must be able to communicate verbally and in writing with both technical staff -- applications programmers, database administrators, and systems programmers -- and non-technical staff. The incumbent must have strong analytical skills and be able to document and interpret business rules into programming code.

Advanced technical knowledge and skills in the following:
• Mainframe (MVS, z/OS) systems with CICS
• Database systems, particularly DB2
• Editing, programming, de-bugging, and report-writing software including COBOL, Easytrieve, Xpediter, SQL, TSO
• Tools and other applications including Alchemist, Control-M, FTP, IBM utilities, JCL, Remedy

• Bachelor's degree in related field and/or equivalent experience

Desired Qualifications:
• Familiarity with effective project management methodology
• Knowledge of generally accepted accounting practices and experience working in the higher education environment
