Job Title: Project Manager
Location: Baltimore, MD
Duration: Fulltime / Long Term (Both options are available)
Our client is seeking a talented HR Project Manager. The successful candidate will act as a key business partner with various functions of HR and IT using extensive knowledge of HR delivered functionality and other technical skills to provide user and project expertise. This position will perform duties as assigned by the Executive Director that will generally include, but not limited to the following:
The ideal candidate for this position: excellent written and verbal communication skills; ability to foster strong relationships with peers and leaders; lead and motivate team members at all levels without a direct reporting relationship; strong project management skills and ability to multi-task and prioritize duties to achieve most critical business needs first; manage multiple projects in an organized fashion; and must be detail oriented but also able to see big picture.
Full life cycle project management from Kick-off to Go-Live of implementation of the selected HR solution
Conduct an assessment of HR processes with the objective of creating a baseline set of documentation
Collect and document current HR process flows including but not limited to benefits, personnel transactions, timekeeping, test scoring and applicant tracking
Identify, document and validate process improvements to the HR operation that will minimize the need for system modifications and customization
Ensure that the application selected meets the client's business needs and functional requirements
Update HR management staff on the project status, potential delays and issues
Finalize the master project plan to track project progress. Create and revise the appropriate component management plans (including but not limited to a equirements document, master project schedule, risk management plan, communication plan, etc.) that shall comprise the master project plan
Revise and update the master project plan on an ongoing basis;
Develop and maintain a Work Breakdown Structure (WBS) for activities using Microsoft Project 2003. Provide updates on a weekly basis;
Gather and validate functional requirements
Interview personnel directors of various State Agencies to identify special requirements they may requested;
Minimum Qualifications:
Education: Bachelor's degree from an accredited college in Computer Science, Business Administration, Human Resources or a comparable field of study.
Experience: Excellent verbal and written communication skills with an ability to translate complex data for a variety of audiences.
PMP Certification is a must
