PURPOSE: To construct, lead, and coach highly skilled technical teams aligned with Information Technology's strategic vision that leverages ITIL frameworks, processes, cross-functional teamwork, and line of business sponsorship to deliver best-of-breed business applications at ever increasing service levels. Will also quantify and reduce overall expenses through operational efficiencies in comparison to project capital growth.
ESSENTIAL FUNCTIONS: Coach, develop, mentor, and discipline members of Systems Engineering, Database Engineering, ERP Administration, and Web Publication teams. Contribute to IT strategic vision of implementing Release Management, Configuration Management, Incident Response Management, and Service Level Management ITIL processes. Build relationships with all Senior IT Management leaders to communicate roles, knowledge transitions, and process interchanges. Contribute strategic vision of new processes, technologies, and organization that will improve the Port of Seattle's profitability and position as a technological leader. Improve the public image and brand name for the Port of Seattle by an enhanced customer experience, increased business functionality, and reduced expenses. Develop relationships and expectations with line of business customers and sponsors to set expectations and to deliver an adequately designated level of service. Educate other IT leaders and teammates on operational best practices, risk mitigation, and the quantification and reduction of operational expenses. Lead application and database consolidation and integration efforts to convert expenses to capital. Directly involved with business continuity strategies and execution. Assigning large effort tasks to Systems, Database, ERP, and Web teams to meet project deadlines and line of business expectations. Give annual performance reviews to staff members based on individual performance using input from Lead positions. Recommend areas of training and continued education for staff members to optimize their performance. Host weekly staff meetings where team strategies and expectations are set as well as delegation of action items. Available to staff members, IT senior managers, and line of business sponsors 24x7 by phone to assist with incident escalation, risk assessment, and problem resolution. Work with individual staff members to define a career path, and performance check points. Oversee and approve all mission critical applications and data sources changes and configurations. Define key business and performance indicators for business application and database systems. Participate in service level agreement negotiations with business and IT partners. Participate in contract negotiations and vendor product selections. Lead interview process for new candidates, contractors, and consultants. Direct input in the creation and operation of the Quality Assurance team. Deploy IT operation standards, processes, and procedures. Execute enterprise operations vision to all system, technical, and application projects. Develop procedures for problem management, disaster recovery, and system and configuration changes. Assists senior management staff with overall operational budget. Provide leadership to production systems and support personnel. Ensure production service levels are communicated and maintained. Define and produce operational metrics on systems, database, and network performance. Research and recommend tools and resources to satisfy operational requirements. Perform situation analysis and oversee timely problem solving. Extensive interaction with developers/technicians and management on Systems Delivery operations issues. Proactively recommend courses of action to maintain cost-effectiveness and competitiveness. Proactively assist in defining direction for future projects.
KNOWLEDGE, SKILLS, ABILITIES, OTHER WORK CHARACTERISTICS: Proven ability to lead, coach, mentor, and develop highly skilled technical teams. Expert knowledge of information systems and cross-platform operational processes. Ability to plan and manage day-to-day technical operations, including systems, ERP, web, and database engineering. Ability to define process, policy, and procedure and pushing their adoption rates. Knowledge of current business climate, systems architecture, and data operations. Ensures service levels are consistent with current business needs and future requirements; involved in negotiating with vendors on upgrades and acquisitions. Capable of developing and managing efficient and motivated teams across multiple platforms and in varying environments. Ability to identify staff conflicts and facilitate resolution. Experience in risk management and mitigation in a production environment. Previous involvement with ITIL process definition and execution. Expert knowledge of software development and project lifecycles. Ability to delegate tasks, projects, responsibilities, and render accountability. Project planning and management skills, including ability to identify and assess risk to determine action. Comfort with making operational decisions, monitoring progress and reporting results. Ability to present concise analysis of incidents, costs, and direction. Ability to plan and project operations requirements three to five years in advance. Strong leadership, mentoring, and coaching abilities. Superior organizational skills and excellent communication abilities. Ability to present and explain technical information to a diverse audience and business partners to establish rapport and further cooperation and collaboration. Ability to write clear proposals and detailed financial documents. Strong customer focus and management of business expectations. Strong abilities with time management, prioritization, task delegation, and management. Commitment to system availability and line of business sponsor satisfaction in a rapidly growing and changing environment. Strong knowledge of network computing; client server, N-tier, and service oriented architectures. Strong knowledge of various operating systems; preferred: Windows, HP-UX, and Linux. Strong knowledge of various database systems; preferred: Sybase, SQL Server, and Oracle. Strong middleware experience; preferred: IBM WebSphere, BEA WebLogic, Microsoft .Net, Microsoft BizTalk Server. Strong knowledge of networking concepts and protocols; TCP, UDP, load balancing, LAN/WAN. Ability to gather metrics from staff and project expenses budgets while identifying areas to reduce operational expenses. Ability to clearly communicate goals, status, expectations, and results to staff members and cross-functional teams and through the reporting structure. Ability to make difficult technical risk assessments and technical decisions; weighing business needs and budget restrictions.
MINIMUM REQUIREMENTS: A Bachelor's degree in Computer Science, Engineering, or related discipline, or equivalent work experience and technical training, is required. Five to eight years of experience: Implementation, operation, and maintenance of large-scale systems, preferably across multiple hardware and software platforms. Business unit management experience that includes working closely with IT in the implementation and operation of large-scale systems. At least five years of experience in project management of major development or operations projects. Significant experience and knowledge in new computing architectures and implementation of networked computing structures; experience with intranet development and implementation is a plus. Previous experience in business process re-engineering or process improvement, involving broad-based information systems, utilizing tools and techniques to effect business change; business systems analysis experience. Three to five years of supervisory or management experience in which one or more of the following occurred: demonstrated competency in executing one or more large projects, demonstrated leadership with strong abilities in relationship management, gained experience in managing resources to meet goals across projects, gained experience in leading multidiscipline, high-performance work teams/groups, demonstrated competency in developing efficient and effective solutions to business problems.
