I.M. Systems Group, Inc. (IMSG) www.imsg.com is looking to hire a Program Analyst for NOAA's Office of Program Planning & Integration (PPI) with a diverse background related to management decision support techniques that has developed well justified plans, business cases, and other exhibits. Career experience with formal decision support techniques for diverse programs combined with a fundamental ability to design programs that are cognizant of human behaviors and positively effect measureable change towards broad policy objectives is highly desired. Some combination of training and/ or experience of aspects of the following areas would be particularly beneficial: such as multimodal transportation, observing systems implementation, modeling techniques, and environmental sciences.
PPI was created to address the need to 1) foster strategic management among NOAA Line and Staff Offices, Goal Teams, Programs, and Councils; 2) support planning activities through greater opportunities for active participation of employees, stakeholders, and partners; 3) build decision support systems based on the goals and outcomes set in NOAA's strategic plan; and 4) guide managers and employees on program and performance management.
The Program Analyst will provide NOAA Line and Staff Offices with the unique opportunity to influence emerging policy and internal processes. The analyst works closely with the assigned Goal Teams and Councils and is in a position to liaison on important Line Office areas of concern. The proposed portfolio of Programs and services this position would analyze, and make recommendations for programmatic improvements to, includes but is not limited to environmental modeling; numerical weather prediction; environmental decision support to nationwide Aviation, Marine, and Surface transportation systems; Emergency Response; Geodesy; and Technical Requirements Planning & Integration. As an analyst in this position, a key task will be to triage plans, briefings and other documents for programmatic justification and collaboratively develop ways to improve the basis of the program justifications, identify methodology weaknesses, and ultimately improve the prognosis of success of future projects. Job Duties and Requirements:
• Understand NOAA's organization structure and the relationship with the NOAA strategic Goals.
• Basic knowledge of the budget structure including Planning, Programming, Budgeting and Execution System (PPBES) processes, and management priorities for the Line/Staff Offices.
• Possess strong background in the natural sciences and technical knowledge pertaining to the Line/Staff Office missions in order to promote effective and efficient communication with scientists and managers working in NOAA programs.
• Ability to review, analyze and recommend improvement to systems, processes and measures of performance.
• Ability to acquire and synthesize information into Goal, Program and NOAA planning documents such as the NOAA Strategic Plan, program assessments and Annual Guidance Memorandum.
• Proven ability to work well in a team environment and produce independent analysis products.
• Ability to manage time given varying priorities and short deadlines.
• Receptive to focusing on NOAA by learning the “corporate NOAA view” and establishing, and promoting, connections across line offices for the betterment of NOAA.
• Excellent interpersonal and communication skills, as they will be required to network with an array of individuals and groups internal and external to NOAA.
• Ability to develop concise and informative analyses, talking points, visual presentations and one page memos for use by PPI leadership on a variety of subjects incorporating the corporate NOAA view. This entails coordinating with Line/Staff Offices, Councils, Goal Teams and Programs, doing extensive subject matter research and maintaining awareness of the significant public affairs issues in the topic areas.
• Ability to conduct special evaluation studies which provide information on specific topical areas, program plans, performance and/or requirements.
• Knowledge of business case arguments, formal exhibits and appropriate application of quantitative assessments of cost benefit, net present value and other justifications.
• Possession of reasonable data handling skills to efficiently complete studies that pool and report data from various sources in various forms.
• Ability to consult with Program staff and other professionals to obtain required data and information.
• Ability to readily acquire, review and apply appropriate literature to interest areas and
• Ability to develop well-constructed and appropriate evaluation criteria and execute studies.
• Provide staff support to sector-specific task teams, and prepare and present written and oral reports to PPI and NOAA senior leadership.
Education Requirements:
• Requires a minimum of a Master's degree or continuing progress toward a Master's degree.
• A combination of academic work, technical training and practical experience with both environmental science applications and policy development is critical to this position.
• Operational experience in one of the NOAA Line Offices or a jointly funded program is a plus.
