CIRM is requesting a proposal from individuals who will work with the Director, Grants Management System. This position will assist in the migration of CIRM's existing grants management data into a new third party system, which is currently being implemented by the vendor. In addition, the position will help to configure the new system, and will support CIRM staff on the legacy system during the transition period. Successful candidates must demonstrate excellent communications skills, both oral and written, and must have the ability to communicate technical concepts to a non-technical audience.
The IT Developer must be technically and professionally capable of providing the services discussed above and meet the Minimum Qualifications for Proposers in Section B. The individual must be free from actual conflicts of interest not only at the time of selection, but also throughout the term of the contract.
CIRM expects the chosen individual will be able to start as soon as possible immediately after the execution of the contract. An interview will be scheduled for individuals that meet the qualifications of the RFP that will include technical questioning. CIRM anticipates entering into a 9-month contract starting as early as late May 2008 through March 2009 with a possible extension and a 30-day cancellation clause by CIRM. The work is to be performed on location at CIRM's offices at 210 King Street, San Francisco.
a) Experience
The IT Developer will be a skilled and experienced IT Developer with the aptitude and experience necessary to support the goals and initiatives of CIRM.

b) Budget
1. CIRM shall request Consultant to work a maximum of 30 hours per week on an as needed basis. Proposal submitted shall state Consultant's hourly rate. CIRM will reimburse Consultant for any travel expenses incurred at CIRM's direction per CIRM's standard travel policies.
2. An all inclusive contract including all administrative expenses and travel on a not to exceed amount of $85,000. The contract will start as soon as a suitable contractor is found and will run through March 2009 with a possible extension.
B. Minimum Qualifications for Proposer(s)
CIRM expects the IT Developer to have experience that demonstrates a high degree of exposure, skill and proficiency in the conduct of the various functions performed. Proposer must have, at minimum, the following qualifications and experience:
Requirements
• 2+ years of Java programming experience
• 2+ years of J2EE configuration & management (preferably JBoss)
• Experience creating Hibernate configurations
• Experience with Java Server Faces & JEXL
• RDBMS experience (SQLServer and/or PostgreSQL)
• XSD authoring
• Experience with transforming XML documents via XSLT
Desirable Qualifications
• Ruby / Ruby on Rails
• CrystalReports
• Adobe LiveCycle Designer
• Linux administration
