Program and install a real-time-base Supervisory Control and Data Acquisition (SCADA) system for the water utility. Design and code computer programs as well as ladder diagrams and flow charts to adapt available water facilities to electronic monitoring. Select and install equipment and software at both central and remote control stations. Install and calibrate different analog and digital sensors. Perform various aspects of project management and communicates with engineers concerning specifications, plan interpretation, test and evaluation, and permitting. Review all phases of proposed projects under development and assist in preparing plans, specifications, estimates, and other project documents. Engineer the company's radio backbone. Conduct site surveys and provide report document, system layout and map, perform RF calculations and define required transceiver and antenna specifications. Perform conceptual designs, draft plans, prepare and size specifications and carry out cost analysis. Perform complex engineering applications to apply AutoCAD, ArcGIS and other computer programs to record and analyze data, maintain technical files and prepare maps, plans, records, graphics, documents and reports. Compile technical data and prepare statistical and narrative reports from rough field studies. Interpret and apply federal, state and local policies, procedures, laws, codes, and regulations related to the water treatment and distribution systems. Implement future Geographic Information System (GIS) program for the utility. Position requires Master's degree in Electrical Engineering, Systems Engineering, or related field followed by 2 years progressive experience in the job offered or related Electronics or Power Electronics Systems occupations. Experience and/or education must include: 1. Radiowave propagation and antenna theory, Computer networking and computer security, Electrical power engineering; 2. Working knowledge of C++ or Visual Basics (VB) electronic computer programming principles, techniques and concepts; 3. Automatic control systems; 4. Project management and operational research or completion of at least one major milestone project in a team environment. Any suitable combination of education, experience or training is acceptable.
