IT Clinical Operations/Care Management Senior Director

Location: Bloomfield, CT

Position Description
This individual will be responsible for managing the current platform of applications that support the delivery of CIGNA Health Care's various Clinical Programs.

The key dimensions of managing that platform include the following:

• Delivering incremental functionality within the current platforms to support business objectives, system maintenance (including platform upgrades and systems health) other near term needs.
• Providing Level 3 Production Support for those same applications.
• Delivering the clinical strategic components necessary to integrate the existing programs, and future programs, into a single, member-centered care management platform. This platform must also fully integrate into other CIGNA Health Care strategic components, such as CRM applications, self-service web portals, and centralized data repositories.
• The direct reports to this individual will include the owners of each of the applications in the current application portfolio.
• The peers of this individual include the following:
o Clinical Data Repository IT Manager: This person will be responsible for building out the member-centered Clinical Data Repository
o Clinical Analytics IT Manager: This person will manage the team which will build CIGNA's clinical analytics toolkit. This will enable the organization to identify which actions should be taken to improve the health and wellness of our members while reducing medical costs, and to quantify the impact of those actions. Much of these analytics will be driven off the Clinical Data Repository. The actions identified will be tracked and administered by the Clinical Operations/Care Management platform.
o Client Implementations Manager: This person will plan and manage the IT implications associated with the implementation of all clinical programs across CIGNA's client base.
o Clinical IT Planning, Quality and Strategy Lead: This person will manage a small team responsible for ensuring that the evolution of the Clinical Data Repository, Analytics tools and Clinical Operations/Care Management platform are appropriately aligned to maximize the value to CIGNA and our clients.



Position Responsibilities
o Build a team of direct reports, each of whom will own one or more applications on an end-to-end basis. Each application owner should have a comprehensive and balanced plan for the evolution of the components which they own.
o Ensure that the collective portfolio of activities within the team represents an appropriate balance between:
o Level 3 support for existing applications
o Maintenance, systems health projects, and open issue resolution
o Alignment with strategic application, technical and data architectures
o Alignment with the Clinical IT Strategy

REQUIREMENTS / SKILLS / KNOWLEDGE
o Experience managing a portfolio of applications over a period of time with full, end-to-end ownership responsibility.
o Ability to think forward
o Ability to negotiate effectively with peers around priority and design.
o Strong communication skills are necessary to ensure proper alignment with broader Clinical and enterprise strategies and to lead the team towards that alignment.
o Ability to manage direct reports who are themselves managers, ensuring that they are coached, reviewed and rewarded based on their abilities as managers (not just as SMEs)
o Implementation leadership and delivery focus.
o Knowledge of the type of clinical programs currently offered in the Healthcare space, particularly CIGNA, would be helpful (but not necessary)
o Ability to focus on both the details and "big picture" at the same time;
o Strong analytical, creative problem solving and project management skills.
o Candidates should possess excellent organizational skills to facilitate the coordination and completion of multiple and varied projects.
