APEX is a countywide business process improvement and technology project that includes the replacement of the Payroll/Personnel System and the Financial Accounting and Reporting System (FARS).
The Technical Architect will lead the effort to define the technical architecture strategy and solutions including the network and computing infrastructure for the APEX Enterprise Resource Planning (ERP). Based on the business requirements, the Architect will define the technical requirements, drive the architectural approach and technology direction and develop the roadmap to implement all components of the technical architecture solution for the project.
The primary duties and responsibilities of this position include:
• Lead the successful effort to define, design, develop and implement the technical architecture for the APEX ERP Project.
o Document and communicate the technical architecture standards and develop the roadmap to transition the county in implementing new technologies.
o Develop and implement methods to ensure compliance with the architectural standards.
o Ensure all areas within the Enterprise IT organization and the Business Department IT organizations are participating as needed in developing, implementing, maintaining and complying with the technical architecture framework.
• Review all APEX ERP implementation project plans/phases to determine any impact to the infrastructure groups and assist in developing and maintaining the architecture for the project.
• Ensure the ERP system and infrastructure is built in a way that best ensures that business requirements are met while ensuring that service qualities such as performance, scalability, extensibility and failover are achievable now and in the future.
• Evaluate third party software and strategies for data conversion, integration with internal and external systems, including tools and utilities, and reporting.
• Work with Enterprise IT teams on performance tuning, capacity planning and business continuity strategies.
• In addition the Technical Architect may also perform in the role of the ERP System Administrator and play a key role in developing the roles, responsibilities and procedures for system administration. System administrator responsibilities include the following:
o Install, maintain, configure, and ensure the integrity of the ERP systems environments (e.g., versions, servers, data bases) for the ERP Human Capital Management, Payroll, Financials, Procurement and reporting.
o Manage application servers, proxy servers, middleware and web servers for PeopleSoft and/or Lawson ERP environments. Participate in instance refreshes and coordinate problem resolution.
The Ideal Candidate will have:
• A bachelor's degree or higher in computer science, management information systems (MIS), or other related degree.
• Seven years of progressively responsible and current experience in Information Technology with:
o Four or more years experience with developing technical architecture.
o Two or more years in a technical leadership position in multiple technical disciplines.
o Two or more years project experience developing technical architecture and implementing ERP application software preferably PeopleSoft and/or Lawson.
• Experience as a technical architect and with distributed, client/server and host based systems.
• Experience with distributed, client/server and host based systems with demonstrated capabilities in performance tuning and/or capacity planning strategies.
• 2 or more years experience with the UNIX operating system and the Oracle data base management system.
• 2 or more years experience with ERP Administration and Security Management preferably with PeopleSoft and/or Lawson.
• Excellent communication skills.
