The Department of City Planning is responsible for New York City's physical and socioeconomic planning, including land use and environmental review. Department staff are engaged in a wide range of planning, urban design and economic development issues.

PCNS provides services related to all agency computer hardware and software, and is responsible for managing the local and wide area networks at the six City Planning office locations. Services include telecommunication with CityNet (mainframe applications), with NYC Share (the intranet for City employees), with the Internet, and to personal hand held devices. PCNS is responsible for maintaining network security, complying with citywide security directives, and cooperating with City oversight agencies to protect against deliberate and accidental system corruption. PCNS procures and maintains network hardware and operating systems that are upgraded as technology changes and new services are required.

PCNS also provides and maintains the personal computers and related hardware and software in City Planning. The Help Desk staff responds to requests for help and assistance with computer related problems. PCNS also evaluates new needs for hardware and/or software. Technicians research and evaluate products, and recommend cost effective solutions.

Responsibilities:
Reporting to the Director of the Information Technology Division, the Director of PC and Network Services leads and oversees staff responsible for the on-going management of infrastructure hardware and software. The Director also develops and implements projects to enhance and extend the infrastructure to better achieve the business needs of the department.

The Director will:
- Identify, recommend and plan for appropriate technology enhancements;
- Provide technical and fiscal analyses as basis for funding requests and ensure project completion within budgetary constraints;
- Manage and schedule work of network and PC technical staff;
- Assist and advise the Director of IT and agency management in the establishing and enforcement of policies concerning the use of information technology, network security, software licensing and other technology initiatives;
- Coordinate the purchase of all IT equipment in accordance with City of New York procurement procedures;
- Oversee the inventory of all technology resources and of the procurement processes;
- Prioritize and respond to day-to-day issues and problems that agency staff report; and
- Manage vendor relationships and use external resources as required.

Minimum Requirements:
- A bachelor's degree from an accredited institution with concentration in computer science, information technology, public administration or closely related field, and four years related experience. A Master's degree in a related field may be substituted for one year of experience.
- This person has had hands-on technical experience and has a proven record of leading, managing, and implementing IT infrastructure projects (workstations, servers, telecommunications, Inter/Intranet. Has familiarity with LAN/WAN, Disaster recovery, Capacity Planning.)
- Experience developing and executing formalized project plans using MS-Project.
- The successful candidate will demonstrate an ability to:
* lead multi-faceted initiatives from beginning to end, from planning stage through execution;
* create project plans and identify, track and monitor deliverable dates, key milestones, resources, project interdependencies, issues, risks and status;
* understand agency business objectives to determine infrastructure needs; and
* prioritize and focus on the most important (assessment of risk, impact, time) issues.

Supervisory experience will be considered favorably.

CIVIL SERVICE TITLE: Computer Systems Manager, M-1
SALARY RANGE: $50,000 to $90,000, commensurate with experience.
