The Quality of Care Analyst shares the lead for quality assurance and evaluation of public mental services for adults with serious mental illness. This position will design and perform advanced analyses of mental health programs for provider compliance with a) goals and objectives of the Division, b) national standards for best practices in mental health care delivery, c) accepted standards for appropriateness of treatment, d) adherence to the Substance Abuse and Mental Health Services Administration (SAMHSA) standards for endorsed, evidence based practices and e) compliance with Minnesota Health Care Programs (MHCP) standards and contract or grant requirements.

Programs for analysis include care delivery systems which are complex and interdependent in nature. Analytical designs, combining qualitative and quantitative review, and employing advanced statistical analysis will be required. Statistical analyses of claims data and other client level data will be required. In the course of performing statewide program analysis, in-depth evaluations of individual providers may be necessary. The position will conduct evaluations of providers and counties receiving contracts or grants from the Adult Mental Health Division as well as providers providing mental health services under MHCPs. The position will produce written reports of findings and recommendations for a mixed, technical and non-technical audience.

Minimum Qualifications:
This position will require at least 4 years of advanced professional experience in statistical analysis. An advanced level degree in a health care related field with a focus on evaluation or research may substitute for 1 year of experience.

This experience must demonstrate:
• Experience and knowledge of quality assurance and evaluation
• Experience with health care data collection, data manipulation, data transformation and interpretation, and statistical analysis
• Experience in project management, report writing and presentation of results
• Proficiency with using statistical software
• Knowledge of mental health services for adults with serious mental illness

Preferred Qualifications:
• Knowledge of the Minnesota Health Care Program's service coverage
• Experience in working with DHS warehouse with data from MMIS
• Knowledge of Minnesota's adult mental health service system
• Knowledge of Crystal Reports
• Experience using SAS or SPSS
