The Division of Technology Services (DTS), the prime provider of I.T. services within DES has a possible contract to hire for a Systems Migration Specialist. This individual must have senior level skills as outlined below and in the required KSA and Desired Candidate sections. We believe this fits in the SPO Contract Job title of Quality Assurance/Systems Testing Analyst.

This position provides migration support and deployment of software components to the Quality Assurance and Production environments for DES Web Intranet and Internet.

The position evaluates Web software installation requests to ensure required components are included for successfully publishing to the Intranet and Internet Servers. Install, deploy, and publish Web design applications to the QA and Production servers. Ensures application programs are in compliance with ADA (American Disabilities Act), Section 508 Accessibility, and Industry standards.

It will also analyze the applications processed for efficiency and resource utilization to ensure that processing requirements are met in a timely and consistent manner. Make recommendations for change in processes, scheduling techniques and resource scheduling to enhance the overall processing requirements of an application. Review job performance statistics and reports to manage the performance of any given application over a period of time, so that adjustments and recommendations can be made.

Furthermore; the position monitors daily operation and administration of internal or external websites, ensuring system is available for internet traffic. Resolves any encountered problems and escalates when appropriate. Records number of daily migrations, number of problems, logs and other statistics. Develops and writes procedures for installation, use, and solving problems for application installations.

Finally, it may establish and implement policies, procedures, and standards and ensures their conformance with information systems and DES objectives.

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES (KSAs):

KNOWLEDGE:
The position requires knowledge of Microsoft Visual Studio .NET; Microsoft and Linux operating systems and server software; C#, HTML, JavaScript, VBScript, XML, SQL, Visual Basic, and similar development languages.

The position also requires understanding of the ITIL concepts and processes including Change and Release Management; working knowledge of web monitoring tools such as App Manager, Lab Manager, CA Wiley, and CA Service Desk.

Demonstrates knowledge of network technology, such as, TCPIP, firewalls, Domain Name Server (DNS), proxy server, Microsoft IIS, MTS and APS, and web-based development that is database driven.

A background which includes a mixture of enterprise network architecture implementation, LAN/WAN design, hardware/OS platform selection, capacity planning, disaster recovery, network security; application development, and project management. Experience with production Web QA Team management, Web software release management and source control software.

SKILL
Must be able to work independently and adapt to changing environment and technologies; must have skill in at least one high level programming language and others as required; must be able to plan, supervise and evaluate work of junior migration specialists; ability to assess progress, and prioritize assigned work; ability to communicate effectively (in oral and written form) with a variety of individuals; ability to adapt knowledge outlined above to DES and DTS standards.

ABILITY to understand program design and activities using high level programming languages ; to express technical information in oral and written form to technical and non-technical personnel; to establish and maintain effective working relationships with those contacted in the course of work.. Reads technical manuals and procedures to ensure applications meet establishment requirements. Performs application diagnostic to determine nature of problem, and reads codes on screen to diagnose problem.

Preferred/Desired Candidate: will have a minimum of 5 years of experience at the lead/senior level with responsibilities for the following: constructing, deploying and maintaining internet and/or intranet applications using high level programming languages including: C# and Visual Basic. NET, HTML, JavaScript, VBScript, XML, SQL, Biztalk, and SQL Reporting Services; using systems development methodology, supporting client server and web applications. The position also requires understanding of the ITIL concepts and processes including Change and Release Management; working knowledge of web monitoring tools such as App Manager, Lab Manager, CA Wiley, and CA Service Desk.
