Provide managerial leadership to network and telecommunications engineers accountable for the design and support of enterprise wide network and call center infrastructure. Network availability, security, and functionality are imperative to the daily operation functions of Premera. The team is responsible for the design, installation, and tier III support of architected enterprise solutions for cross campus communications, business partner connections, internet access, DMZ design, server and desktop connectivity, and telecommute connectivity. Responsible for enterprise planning, research, design, and standards implementation for the network and telecommunications infrastructure of Premera and its subsidiaries. Works with internal and external business partners, project management, and senior IT management to facilitate appropriate project planning, scheduling and cross-team resource allocation within Infrastructure. Collaborates with peer and senior management to focus on service improvements for critical business operations such as Call Center Administration and Customer service.

Responsibilities:
1. Lead network/voice engineers in the 24x7 tier III support capacity for the resolution of data/voice network incidents and lead related problem management activities to determine and remediate root cause.
2. Lead in the development of a service catalog and service level agreements (SLAs) for network and telecommunications engineering service. Track SLAs and publish monthly metrics reporting to senior management.
3. Ensure the Network Engineering team develops and maintains an effective level of data/voice network environment and procedural documentation.
4. Manage the work intake process for the Network Engineering team. Provide direction and prioritization of work within the Network Engineering team. Assign work based on skill set and business need.
5. Collaborate with business partners to design secure, efficient, reliable, and appropriate partner connection solutions.
6. Anticipate future network requirements by researching trends in both the technology and health-care fields.
7. Develop presentations and plans to effectively communicate complex network topics to Senior Management.
8. Develop technology strategies that align with the organizations vision, mission and objectives. Anticipate change and implement an operational plan that is flexible. Responsible for long-term strategic and tactical planning for network infrastructure. Works with Senior Management and peer management to determine network architecture strategy and standards in order to meet business requirements.
9. Ensure delivery of high quality service, consultation, and product to customers through understanding of business needs and through the development of seamless transition of work processes across departments in the IT division. Develop and manage relationships throughout the organization to reinforce a culture of service and collaboration.
10. Continually re-asses the status quo and consider alternative solutions. Keep abreast of best practices and apply as relevant to the organization. Employ engineering best practices to analyze problems and design solutions that are available, functional, supportable, and in alignment with our architectural roadmap. Lead change and adoption of new processes and technologies.
11. Lead a team to deliver on short and long-term goals of the department. Integrate organizations mission and philosophy to provide meaning in work. Responsible for the interpretation, communication, and understanding of department and company goals, mission and philosophy to team members. Provide consistent performance feedback to team members and opportunities for advancement.
12. Working with department leaders, assign and shift financial and human capital resources as necessary to maintain efficiency and operational excellence. Responsible for establishing and operating within department budget.
13. Manage multiple projects and partner with peers and senior management teams to shift priorities as needed. Identify risks to projects and deliverables across departments. Ensure resolution of issues within area of responsibility.

Minimum Qualifications:
1. Bachelor's Degree in Computer Science or a related field or an equivalent combination of education, training and experience.
2. Seven years proven track record of technical expertise in IT, including five years networking experience in large-scale enterprise data center environments.
3. Five years experience managing people or leading project teams, including proven experience providing effective coaching, feedback and development plans to associates.
4. Experience supporting and troubleshooting complex networks.
5. Experience with Cisco routers and switches, Cisco IOS, firewall services, cable management, WAN/LAN technology, and communications protocols using the OSI model.
6. Experience with design, implementation and support of VoIP systems.
7. Exposure to routing protocols, network monitoring tools, Windows clients such as Windows 2000 Professional, Windows XP Professional, and Microsoft Office 97, 2000, XP.
8. Knowledge of diagnostic and administrative tools.
9. Understanding of the integration of systems into the current network environment.
10. Experience with enterprise system principles and concepts, project planning and implementation.
11. Ability to collaborate cross-functionally to understand shared goals and objectives. Ability to set short and long-term department goals that align with overall IT organizational direction.
12. Proven track record of delivering high quality products and services resulting in highly satisfied customers. Experience working with vendors to deliver on business needs.
13. Ability to effectively deal with rapid change in a positive manner and to lead staff through changing priorities.
14. Proven ability to build successful work teams and manage and retain high performing talent. Abilty to mentor and foster a positive environment. Models leadership values.

16. Proven ability to develop effective relationships and to work at all levels of the company including senior and executive management. Experience working effectively across divisional lines in a complex, multi-site organization.

Additional Qualifications Preferred:
1. Any or all of the following certifications: CompTIA Network+, CCNA, CCNP, CCIE, MCSE.
2. Knowledge of Avaya call center systems & VOIP technologies.
3. Experience with any or all of the following: F5 BigIP, PIX firewall, hardware compression appliances, CiscoWorks, Netscout network managements products, Windows Well Known Services, ATM, Frame Relay, Sonet Ring.
4. Experience with server hardware and software, Citrix Metaframe XP, SMS, IIS, Microsoft Exchange Server, and Windows Active Directory.
