Looking to have relevant web 2.0 features and characteristics, with the latest practices in PHP and seo-friendly code. It is on a MySQL database. Ability to use pre-programmed features and plug-ins to cost save is also a plus.

An entire backend CMS (either Drupal, Joomla, or Wordpress) will be required as well as an Ad-content management service or ability for Admins to use.
